take off, or taxi at the Airport without a radio capable of direct two- <br />way communication with the Control Tower, except in the case of an emer- <br />gency or the .prior approval of the Control Tower. <br />5.3.4 Permission Required for Certain Activities. No person, <br />without prior written permission of the Airport Manager, shall at the <br />Airport: <br />5.3.4.1. Land or take off a motorless aircraft; <br />5.3.4.2. Engage in special aviation events or demonstra- <br />tions; or <br />5.3.4.3. Land, taxi, or take off an aircraft having an <br />actual gross weight over that indicated for the Airport in the <br />FAA Airport Facility Directory. <br />5.3.5 Qualifications for Operation of Aircraft. No person shall <br />start or run an aircraft engine or land, take off or taxi an aircraft <br />unless the person is a pilot certified to operate that particular type <br />of aircraft, a mechanic certified to engage in that particular activity, <br />or is accompanied by a certified flight instructor. <br />5.3.6 Taxiing of Aircraft. <br />..5.3.6.1. Aircraft shall not enter a movement area before <br />receiving clearance from the Control Tower and shall be in con- <br />tact with the Control Tower while in the movement area. <br />5.3.6.2. Operators shall maintain full control of any <br />aircraft which is taxiing, being towed or moved at the Airport. <br />Operators shall move an aircraft at a reasonable speed, and shall <br />be in contact with the Control Tower while in a movement area. <br />5.3.6.3. Aircraft shall use taxiways and paved areas when <br />taxiing. <br />5.3.6.4. No aircraft shall move into or out of any hangar <br />under its own power. <br />5.3.6.5. Position or navigation lights shall be used for <br />all aircraft .being taxied, towed or moved between sunset and sun- <br />rise. <br />5.3.7 Aircraft Parking. <br />5.3.7.1. Except for permitted transient parking or stand- <br />ing, no person shall park or leave standing an aircraft at the <br />Airport other than inside a hangar, unless it is firmly tied to <br />the ground. The main landing wheels of parked aircraft shall be <br />chocked with wheel blocks or other approved devices, unless the <br />aircraft is equipped with adequate locking brakes. <br />Rules - 11 <br />
