ADMINISTRATIVE ORDER <br />May 1, 1984 <br />SUBJECT: REMOVAL OF THE CHESHIRE STREET DIVERTER <br />Under City of Eugene Resolution No. 2414, traffic diverters are placed and <br />located by administrative order of the City Manager with review of that ac- <br />tion by the Eugene City Council. By previous actions and motion of the City <br />Council on August 10, 1981, it was decided to leave the "temporary barrier" <br />on Cheshire Street"in place until there is another option for resolution <br />.' <br />On the basis of the staff memoranda dated August 4, 1981 and April 30, 1984, <br />and the record of the public hearing of August 10,.1981, I hearby make the <br />following findings: <br />1. Since the fall of 1983 there have been at least 5 public meetings and <br />workshops in the Whiteaker Community regarding the Cheshire Diverter. <br />2. Results of the meetings have been distributed to all Whiteaker house- <br />holds via the neighborhood newsletter. <br />3. There has been a change in the affected area such that the initial <br />proponents of the diverter, the Whiteaker Community Council, now sup- <br />port its removal. <br />4. An effective option to the diverter now exists in that raised cross- <br />walks at four nearby locations on Cheshire Street will help control <br />traffic speed and enhance pedestrian movement. <br />5. The removal of the diverter will not significantly degrade the resi- <br />dential living environment in the West Eugene area. <br />6. The removal of the diverter will enhance: <br />a. pedestrian and bicycle circulation (by facilitating in- <br />stallation of crosswalks and removal of a physical barrier), <br />b. emergency vehicle service (by removal of physical barrier to <br />vehicles), and <br />c. delivery of public services (by removal of physical barrier <br />to vehicles). <br />Based on these findings, I hereby direct the removal of the Cheshire Street <br />diverter on or before July 1, 1984. <br />n,_ <br />'' Cit Manager <br />Date: $ <br />
