&_
~, ~ ,
ADMINISTRATIVE ORDER
of the
= City Manager
City of Eugene, Oregon
The City Manager of the City of Eugene finds that:
,. ~~'~e -- /2 7/
A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of
1976, the City Manager is designated as the . administrative head of the City, and is
specifically authorized to appoint and remove all employees (except as otherwise provided
in the Charter), and to enforce all ordinances of the City.
B. In conformity therewith, -many of the provisions in the Eugene Code, 1971,
including Sections 2.245 to 2.251 cpncerning the Tree Commission, authorize or require
certain specific duties or acts to be performed by the City Manager or the Manager's
designee. Many of those duties are administrative, and it would be more efficient to
delegate their performance to others.
C. The City's PARCS Department and Public Works Department are directly
involved in the City's program for preservation, enhancement, and maintenance of the
City's urban forest, and it would therefore be more efficient, expeditious, and in the public
interest to delegate the City Manager's duties and responsibilities under Sections 2.245 to
r 2.251 of the Eugene Code, 1971 to Ed Smith, Executive Director of PARCS and Christine
Andersen, Executive Director of Public Works.
D. Ed Smith, Executive Director of PARCS, and Christine Andersen, Executive
Director of Public Works should also be specifically authorized to delegate all or any of
the duties or responsibilities delegated herein if he or she determines it would be more
efficient and in the public interest to do so.
NOW, THEREFORE,
THE CITY MANAGER OF THE CITY OF EUGENE ORDERS AND DIRECTS
THAT:
Based on the above findings, which are hereby adopted, Ed Smith, Executive
Director of the PARCS Department and Christine Andersen, Executive Director of the
Public Works Department of the Ciry of Eugene are hereby authorized to:
• ; ~ 1. Perform and carry out the duties and responsibilities of the City Manager set
forth' in .Sections 2.245 to 2.25.1 of .the Eugene Code, 1971.
t _ a`#o
Administrative Order - 1
