M E M O R A N D U M <br />August 16, 1991 <br />T0: Mayor and City Council <br />FROM: Planning and Development Department and Public Works Department. <br />SUBJECT: West University Residential Parking Zone Permit Fees <br />The City of Eugene currently administers two residential parking permit pro- <br />grams in highly congested neighborhoods in order to allow on-street parking <br />spaces to be utilized by area residents, guests and property owners. Both <br />programs are permit based. The West University Neighborhood parking program <br />(WUNA) and the South University Neighborhood parking program (SUNA) operate <br />very similarly but because of their origins, the SUVA program is fee based <br />and the WUNA program is not. The attached proposed administrative order <br />would establish fees for the WUNA program that are commensurate with the fees <br />paid by SUNA permit holders,, and .would authorize fees for future residential <br />parking permit zone programs. <br />Background: The SUNA program began in 1978 through the efforts of area resi- <br />dents .and property owners who requested that the City regulate parking by <br />non-residents, and was a fee-based program from its inception. Not every <br />.block in the South University Neighborhood is included in the program, and <br />residents and property owners of individual blocks may petition the City to <br />join or leave the program. <br />The WUNA program was implemented in 1983 as the result of a federal grant and <br />includes all of the West University Neighborhood. The grant covered all the <br />.', City's costs of administering the program, and .therefore permit fees were not <br />necessary or authorized at that time. <br />Costs and Revenues: The grant funding for WUNA ended i.n 1986 and now the <br />general fund is supporting half of the cost ($9,000) of administering and <br />operating the program. The remaining $9,000 is supported through the sale of <br />daily and monthly. permits to commuters who wish to park in the area. Cita- <br />bons issued under the program support the cost of enforcement (park;ing con- <br />trot officers and vehicles) but. do not bring in additional revenue. - <br />Annual program costs are incurred through the installation and maintenance-of <br />signs ($.10,000), the issuance of approximately .700 permits and the accompany- <br />ing file maintenance ($5,600) and printing and permit information distribu- <br />ion ($2,500).. .These costs total $18,100. <br />Based .on the number of permits. issued in 1990, a permit fee of $15.per year- <br />-would generate .approximately $9,100. Like SUNA, permits for WUNA-are issued <br />-each September and are valid until the following September. As new residents <br />apply for permits throughout the year, the permit fee would be prorated ac- <br />~' cording o how much of the permit year remains. Staff estimates that with <br />these fees, the program costs will be balanced. <br />
