<br />ADMINISTRATIVE ORDER <br />of the <br />Traffic Engineer of the City of Eugene, Oregon <br />Establishing Residential Permit Parking Zones <br />In the Fairmount Neighborhood Area <br />The Traffic Engineer of the City of Eugene finds that: <br />A. Residential Permit Parking Zones Regulations Administrative Rule R-5.040 provides <br />:;.that the designation of or removal of such permit pazking zones would be effected by administrative <br />order of the City's Traffic Engineer. <br />B. At a June 6, 1991 meeting of the Fairmount Neighbors, the organization voted in <br />favor of the City establishing a residential permit pazking zone to reduce the impacts of long term <br />commuter vehicle parking within the neighborhood, and requested that University of Oregon-owned <br />residential property within the neighborhood boundaries be included as a part of the zone. <br />C. The University of Oregon has agreed to the establishment of a residential permit <br />parking adjacent to University-owned residential property within the Fairmount neighborhood. <br />D. Notice of the City's intent to establish a residential permit pazking zone was given <br />to property owners and tenants within the affected azea more particularly reflected on Exhibit A <br />attached and incorporated herein by reference. <br />E. Establishment of the zone was initiated pursuant to Rule 5.040-C.2, and the Traffic <br />Engineer specifically finds such establishment necessary in order to meet the objectives of the <br />policies set forth in Rule 5.040; that the proposed zone would meet the criteria for approval had an <br />application been submitted; and failure to establish the zone would create a hazdship for residents <br />and contribute to traffic congestion in the azea, and is therefore found to be in conformity with the <br />policies, regulations and criteria set forth in Rule R-5.040. <br />NOW, THEREFORE, <br />Pursuant to the authority contained in Administrative Rule R-5.040-C.2., the Traffic <br />Engineer of the City of Eugene orders that: <br />1. The azea as set forth in Exhibit A hereto is hereby established as a residential permit <br />parking zone. <br />2. The zone shall be designated Zone A and shall allow 2-hour public pazking between <br />9:00 a. m, and 3:00 p. m. , Monday through Friday, except legal holidays, and except Zone A <br />permitted vehicles. <br />Administrative Order <br />
