# 5~-- 93 - vy. <br />ADMINISTRATIVE ORDER <br />of the <br />Traffic Engineer of the City of Eugene, Oregon <br />Establishing a Residential Permit Parking Zone <br />For The East Skinner Butte historic DistricNs <br />200 Block of East 3rd Avenue <br />The Traffic Engineer of the City of Eugene fmds that: <br />A. Administrative Rule R-5.040, Residential Permit Pazking Zones Regulations, provides that the designation <br />of or removal of such permit parking zones would be effected by administrative order of the City's Traffic Engineer. <br />B. On October 5, 1992, the City received an application signed by over 50°,b of the adjacent property owners <br />and tenants for designating a residential permit pakking zone for both sides of East 3rd Avenue's 200 block. <br />C. Notice of the City's intent to establish a residential permit pakking zone was given to property owners and <br />tenants within the affected area of the proposed zone. <br />D. The proposed zone has been reviewed and is found to be in conformity with the policies, regulations and <br />criteria set forth in Rule R-5.040. <br />NOW, THEREFORE, <br />Based upon the above findings, and pursuant. to the authority contained in Administrative Rule R-5.040, the Traffic <br />Engineer of the City of Eugene orders that: <br />1. The area described is hereby established as a residential permit pazking zone: <br />The one block section along both sides of East 3rd Avenue between High and Peazl Streets. <br />2. The zone shall be designated Zone E and shall allow 2-hour public pazking between 7:00 a.m. and 6:00 <br />p.m., Monday through Friday, except legal holidays and except Zone E permitted vehicles. <br />3. Persons residing in or owning residential property within the zone designated herein may apply for a Zone <br />E permit entitling the holder thereof to preferential long-term pazking at Zone E signed pazking azeas within the designated <br />-zone. <br />4.
