i <br />ADMINISTRATIVE ORDER N0. 58-93-03 <br />of the City of Eugene <br />MODIFYING THE SYSTEMS DEVELOPMENT CHARGE METHODOLOGY <br />The City Manager of the City of Eugene finds as follows: <br />A. Sections 2.020 and 7.705 of the Eugene Code authorize the City Manager <br />to determine and set fees and charges to be imposed by the City for <br />services, goods, use of municipal property, licenses, and permits, <br />including systems development charges. <br />B. In accordance with the procedures set forth therein, I notified the <br />Mayor and Council that I intended to revise the methodology, the notice <br />was published in the Register-Guard on January 25, 1993; and made <br />available to interested persons at the office of the City Manager, the <br />City of Eugene Permit and Information Center, the Public Works Building, <br />and the Eugene Public Library. The notice provided that written <br />comments would be received for a period of fifteen days from the date of <br />posting and publication. Written comments were received from three <br />persons. The issues raised are among those considered during this <br />review process and, where appropriate, have been incorporated in the <br />methodology. <br />C. I find that the revisions to the systems development charge methodology <br />are consistent with applicable policies and directives of the Council; <br />are based on the full cost of administering the program; and impose an <br />equitable share of the public cost of capital improvements upon those <br />developments that create the need for or increase the demand on capital <br />improvements. <br />On the basis of these findings, I order that: <br />These revisions to the methodology take effect March 1, 1993. <br />Dated thi s day of February, 1993. <br />Mich 1 D. son <br />City Manage <br />
