. NOTICE OF INTENDED RULEMAKING <br />PROPOSED ADOPTION OF INDUSTRIAL PRETREATMENT PROGRAM <br />ADMINISTRATIVE RULE R-6.463 <br />NOTICE IS HEREBY GIVEN that pursuant to the authority contained in Sections <br />2.019 and 6.463 of the Eugene Code, 1971, Micheal D. Gleason, City Manager of the City <br />of Eugene, intends to adopt as a permanent rule the Proposed Administrative Rule R-6.463 <br />adopted by the City Manager on June 2, 1993, which: <br />Establishes procedures regulating. the City's pretreatment program; <br />establishes specific restricted substance limitations; requires annual permit <br />fees; adopts procedures for enforcement and issuance of other administrative <br />orders; establishes what constitutes an affirmative defense to an enforcement <br />action; and defines what constitutes a single operational event. <br />The Proposed Industrial Pretreatment Program Administrative Rule R-6.463, is in the <br />public interest, and necessary in order to establish procedures that ensure the City's <br />pretreatment program complies with the objectives of the Eugene Code, 1971, and <br />applicable federal and state laws. The proposed Rule may be reviewed at the offices of the <br />City's Public Works Department, Administrative Division, 858 Pearl Street, Eugene, Oregon <br />97401 during normal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, <br />excluding holidays). <br />All persons wishing to comment thereon or object thereto must submit their written <br />comments or objections to the City's Public Works Department, James Ollerenshaw, <br />Environmental Analyst, at the address indicated above, within fifteen (15) days of the date <br />of the first publication hereof, as indicated below. The City Manager will thereafter adopt <br />the Proposed Industrial Pretreatment Program Administrative Rule R-6.463, as proposed, <br />or as modified in response to comments or objections received, as a Permanent Rule. <br />MICHEAL D.
