Administrative Order No. 58-93-16 <br />Public Works Department <br />City of Eugene, Oregon <br />AMENDING PARK RULE 1.010 <br />The Executive Director of the Public Works Department of the City of Eugene t5nds <br />that: <br />A. Pursuant to his authority as administrative head of the City, the City Manager <br />reorganized the City's Public Works Department and Parks, Recreation and Cultural <br />Services Department (PARCS). As a result of that reorganization, many of the functions <br />and responsibilities previously performed by the PARCS Department are now the function, <br />responsibility or duty of the Public Works Department. <br />B. To clarify the authority of the Executive Director of the Public Works <br />Department to carry out the duties and responsibilities previously performed by the <br />Executive Director of the Parks, Recreation, & Cultural Services Department, including <br />those duties set forth in Sections 2.812 et sec . of the Eugene Code, 1971, authorizing the <br />adoption or amendment of Park Rules, Administrative Order No. 58-92-21 was issued by the <br />City Manager on November 30, 1992. <br />C. It appears necessary, and in the public interest to amend Park Rule 1.010(e) <br />to prohibit conduct that results in damage to park benches and other fixtures, and by adding <br />a new subparagraph (i) thereto that imposes restrictions on the use of park restroom stalls. <br />NOW, THEREFORE, <br />The Executive Director of the Public Works Department of the City of Eugene orders <br />and directs that: <br />1. Based upon the above findings, and pursuant to the authority contained in <br />Administrative Order No. 58-92-21 and Section 2.812 et se,~ of the Eugene Code, 1971, Park <br />Rule 1.010(e) is hereby amended, and a new subparagraph (i) is added thereto, to provide: <br />1.010 PROHIBITED ACTIVITIES. <br />(e) Playing sports outside recreation areas set aside for that purpose if the <br />activity is harmful to plant life or fixtures, or interferes with other uses of the park. <br />(i) Unless necessary to assist a disabled person, as defined in ORS 174.407, <br />or a child under the age of eight years old, with his or her use of a restroom, no <br />more than one person at a time may occupy a restroom stall in any park area. <br />2.
