NOTICE OF INTENDED RULEMAKING PROPOSED TRAFFIC DIVERTER PROCEDURE ADMINISTRATIVE RULE R-5.045TD NOTICE IS HEREBY GIVEN that pursuant to the authority contained in Section 2.019 of the Eugene Code, 1971, Micheal D. Gleason, City Manager of the City of Eugene, Oregon, intends to adopt as a permanent rule the Proposed Traffic Diverter Procedure Administrative Rule R-5.045TD adopted by the City Manager on ~_Q,.; ~ 29 , 1994, which: Prescribes the policy and procedures for installation or removal of traffic diverters on local streets; establishes application and review procedures, including criteria for evaluation of requests; notice and hearing requirements; and appeal procedures. The proposed Traffic Diverter Procedure Administrative Rule R-5.045TD is necessary in order to ensure that the City's process for installation and removal of traffic diverters affords interested persons an opportunity to participate in the process and that .standards be established .for evaluation of proposals: to install or remove traffic diverters. A copy of the proposed rule may be reviewed at the office of the City Traffic' Engineer, 858 Pearl Street, Eugene, Oregon 97401, during normal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays). All persons wishing to comment thereon or object thereto must submit their comments or objections to the City Traffic Engineer, Public Works Department, 858 Pearl Street, Eugene, Oregon 97401, in writing, .within fifteen (15) days from the date of the first publication hereof, as indicated below. The City`Manager will thereafter adopt the Proposed Traffic Diverter Procedure Administrative Rule ; R-5.045TD as a Permanent Rule, as proposed, or as modified in response to;. comments received.
