Administrative Order No. .~8 - 9~l -/2 <br />Public Works Department <br />City of Eugene, Oregon <br />ADOPTING AMENDED PARK RULES <br />that: <br />The Executive Director of the Public Works Department of the City of Eugene finds <br />A. As a result of the reorganization of the Department of Parks, Recreation & <br />Cultural Services, the Public Works Department (PWD) is responsible for the acquisition, <br />maintenance and operation of City parks and park land, and the Recreation Division of the <br />City's I,il~rary, Recreation and Cultural Services Department {ERGS) is responsible for <br />administration of park facilities and recreation programs. Because of this division of <br />responsibility, references in the Park Rules to "Executive Director" should be construed to <br />mean the Executive Director of the Public Works Department with respect to activities on <br />or within City parks and park lands, and to mean the Executive Director of LRCS with <br />respect to activities within park facilities or in connection with recreation programs. <br />B. Staff of the Public Works Department and Recreation Division of LRCS have <br />been jointly reviewing the current Park Rules, and have recommended changes that: <br />1. Clarify the intent that the rules are equally applicable to park lands, <br />park facilities, and recreation facilities and programs; <br />2: Delete references to "PARCS Department;" <br />,- . <br />3. Provide more detail with respect to enforcement procedures; <br />4. Provide that persons violating park rules or conditions of licenses or <br />permits for use of park land or facilities may be excluded from such use in the future; <br />5. Clarify the areas in which alcoholic beverages are prohibited; <br />6. Add a prolu~ition on smoking or the use of tobacco products within <br />recreation centers and pools; <br />7. Add prohibitions with respect to setting up temporary structures within <br />. a park area; engaging in commercial or special uses of park areas or facilities without <br />a permit and providing limitations thereon; prohibiting disruptive conduct, and <br />conduct in violation of posted signs; engaging in any activity that results in park <br />entrances or pathways being blocked; and <br />8. Authorizes the applicable Executive Director (PWD or LRCS) to <br />temporarily waive any of the requirements of the rules, based on required findings. <br />Administrative Order Amending Park Rules - 1 <br />
