ADMINISTRATIVE ORDER <br />of the <br />- ' Traffic Engineer of the .City of Eugene <br />29TH AVENUE - INSTALLATIQN OF 81KE LANE <br />The Traffic Engineer of the City of Eugene finds that: . <br />SS-~t~-~I <br />1. The Eugene Code, Section 5.040 provides that the City Manager (or designee) shag. <br />exercise specific traffic duties by administrative action, including: the implementation of <br />ordinances, resolutions, and motions of the council and his or her own orders by installing traffic <br />control devices; and establishing, maintaining, removing or altering. all traffic control areas and <br />traffic controF devices; <br />2. The administrative action taken to provide for a bike lane on 29th Avenue, and the <br />resulting removal of on-street parking and other necessary changes to .traffic controls, is based on <br />consideration of, and compliance with, the criteria set #orth in Eugene Code, Section 5.055; <br />3. The Eugene Bikeways Masterpian designates that 29th Avenue between Amazon <br />Parkway and Washington Street shall have on-street bike lanes; <br />- - 4. The project is consistent with the City Council's. transportation goal of promoting <br />alternative modes of transportation and other adopted state and local .plans and laws; <br />5. The .proposed street design requires on-street ,parking be prohibited along both sides of <br />29th Avenue; <br />6. Providing a separate bicycle facility in this corridor will provide sa#er conditions for <br />bicycle travel and. other travel modes on 29th Avenue. The. final design is in conformance with <br />traffic engineering standards; and <br />7. The City provided a notice to ownersloccupants. of the proposed bike lane project in <br />May of 1994,. and received a small number of verbal comments from the affected parties, <br />primarily opposed to the loss of on-street parking. These concerns were responded to directly by <br />staff. <br />'~'` . <br />Now, Therefore, <br />Based upon the aforementioned findings, and pursuant to the authority provided in the Eugene <br />Code, the Traffic Engineer orders that: <br />1. A bike lane shall be marked along both .sides of 29th Avenue between~Amazon Parkway <br />and Washington Street; and <br />
