:;; <br />i <br />. , <br />ADMINISTRATIVE ORDER <br />of the <br />"Traffic Engineer of the City of Eugene <br />y ~'-q~ <br />HIGH STREET AND 3RD AVENUE'- SHARED BIKE AND AUTO TRAVEL LANES <br />The Traffic Engineer of tfie City of Eugene finds that: <br />1. The Eugene Code, Section 5.040 provides that the City Manager (or designee) <br />shall exercise specific traffic duties by administrative action, including:. the implementation <br />of ordinances, .resolutions; and motions of the council and his or her own orders by <br />installing traffic control devices; and establishing, maintaining;.removing or altering all <br />traffic control areas and traffic control devices; <br />2. The administrative `action taken to provide for bike facilities in the form of shared <br />bike and auto travel lanes on High Street and 3rd Avenue, and the resulting removal of on- <br />street parking and other necessary changes to traffic controls, is based ~on consideration <br />of, and. compliance with, the criteria set forth in Eugene Code; Sectiorr 5.055; <br />3. The Eugene Bikeways Masterplan designates that .High: Street between 4th <br />Avenue and 5th Avenue sf~all' have on-street bike lanes, and'that High Street. between 4th <br />Avenue and 3rd Avenue, and 3rd Avenue between High Street and Coburg ,Road shall have <br />~ signed routes; <br />~ 4. The. project is consistent with the City Council's transportation goal of promoting <br />" alternative modes of transportation,. and .other adopted state and local plans and laws; <br />i <br />- 5. The proposed,~streetdesign requires on-street parking be;..prohibited along the <br />'i west side of High Street and along the north side of 3rd Avenue; <br />6. Providing`"bicycle facilities in this corridor will provide safer conditions for bicycle <br />travel: and other travel -modes on ` <br />both Hi h Street and' 3rd' ;Avenue. The fi <br />9 nal .desi n is in <br />9 <br />conformance with traffic engineering standards; and <br />7. The City provided a notice to owners\occupants of the proposed.,bike lane project <br />~ in May of 1994, and received a small number of verbal comments from the affected. <br />parties, primarily opposed to the I~ss of on-street .parking. These concerns were <br />responded to directly by staff. <br />Now, Therefore, <br />Based upon the aforementioned findings,. and pursuant to the authority provided in the <br />Eugene Code, the Traffic Engineer orders that: <br />j . ` 1. Street striping shall be changed to provide wider; shared bike- and auto travel <br />lanes on High Street between 5th Avenue and 3rd Avenue, and on-3rd Avenue between <br />High Street and Coburg Road; and <br />
