City of Eugene finds as follows: <br />A. Section 2.020 of the Eugene, Code, 1971 authorizes tine City Manager to determine <br />and set. fees and char«es to be imposed by the City for set-vices, goods; use of municipal property, <br />and licenses and pet-mits. In accordance t-vith the procedures set forth therein, and the further <br />authorit}~ of Section 7.130 of the Eugene Code,. 1971, on August 1, 1994 I.adopted <br />Administrative Order No. >~-94-13-T' establishing fees for engineering services for privately <br />constrrtcted`public improvements. <br />T3. These en~~ineering ser~~ices are provided on request to private parties and other <br />governmental agencies that construct projects that become public improvements upon completion <br />and are charged for on an hourl}~ Uasis. Hourly rates a.re established at the start of. each fiscal <br />'>}year to recover the full cost of engineering services for each classification of engineering <br />employee. I therefore intend to repeal the currently effective fees set forth in Administrative. <br />,% Order No. SS-94-13-F and establish fees based on the hourly rates of engineering employees for <br />the 1995-96 fiscal year as set forth in the Notice of tnrended Fees attached as Exhibit A hereto <br />and incorporated herein by reference. <br />C. The fees set forth in Exhibit A hereto are consistent with applicable policies and <br />directives. of the City Council, comparable to tine fees .established in other jurisdictions and <br />private birsiTiesses for l:~roviding such services, are based on the hourly rates of engineering <br />employees, and .are_ necessary in order to comply ~i~lth the City Council's directive and the <br />'`requirements of Section 7.13Q of the .Eugene Code, 1971. that the fee charged for these services <br />recover the City's full costs, including plan review, engineering, inspection and overhead costs. <br />On the basis of These findings, T order that: <br />l.. All persons desiring to comment thereor~ shall submit written comments as set <br />forth in the Notice.
