t <br />ADMINISTRATIVE ORDER NO. 58-95-08-F <br />' of the ' <br />City Manager of the City. of Eugene <br />AMENDING PORTIONS OF THE SYSTEMS DEVELOPMENT <br />CHARGE METHODOLOGY <br />The City Manager of the City of Eugene finds as follows: <br />A. Sections 2.020 and 7.705 of the Eugene, Code, 1971 authorize the. City <br />Manager of the City of Eugene to determine and set fees and charges to be imposed <br />by the City for services, goods, use of municipal property, and- licenses and permits, <br />and specifically systems development charges. Section 7.71.0 of theEugene Code, <br />1971 further authorizes the City Manager to adopt and/or amend by administrative <br />order, the methodologies used for establishing the systems development charges, and <br />provides this may be effected concurrent with the es#ablishment or revision of a <br />systems development charge. <br />B. In accordance with the procedures set forth therein, on June 20, 1995 I <br />notified the Mayor and City Counclors that 1 intended to amend the current City of <br />Eugene Systems Development Charges {SDCs) for each system by 2.65%, based on <br />the City Engineer's review of the National Construction Cost Index published by the <br />Engineering News Record for the preceding twelve months; and to revise Appendix <br />F, of the Methodologies, the Park System Charge Detail to indude component costs <br />not reflected in the original analysis, as set forth in the Notice of Intended Amendment <br />of Systems Development Charge Methodology attached as Exhibit. A thereto and <br />incorporated therein by reference, inducting the attachments thereto <br />C. The Notice .was also .posted in four public places within -the City and <br />published in the Register Guard, a newspaper of general circulation within the City on <br />June 20, 1995. The Notice provided that written comments could be submitted <br />thereon for a period of 30 days from the date of posting and publication. No <br />comments were received within, the time or in the manner required by the Notice. <br />D. 1 find that the revisions to the Methodology and the fees as set forth in <br />Exhibit A hereto are consistent with adopted polices and ordinances of the City, in <br />conformity with applicable state law, and should be implemented effective August 1, <br />1995: <br />Administrative Order -Page 1 <br />
