~.
ADMINISTRATIVE ORDER NO. 58-95-09
`~. ~ of the
CITY MANAGER OF THE CITY OF EUGENE, OREGON
Proposed Policy and Procedures Regulating Vehicle Parking
Off Improved Surfaces in~Parks
The City Manager of the City of Eugene. finds that:
A. Under the provisions of Sections 2.019 and 5.040 of the Eugene Code, 1971,
the City Manager has authority to adopt rules necessary for enforcement of provisions of
the Eugene Code, 1971, including regulating the use of City parkland.
B. During special events, such as the Gratefiul Dead concert, Native American
Encampment, Art and the Vneyard, and Cinco de Mayo, large numbers of participants. and
spectators are attracted that cannot be accommodated with existing surface parking'areas.
As a result, overflow parking has been permitted in designated mowed grassy. areas and
restricted in other, more sensitive areas. if parking off improved surfaces was eliminated,
some events most likely would not occur, resulting in Post revenues for the City, as well as
the loss of valuable cultural experiences for members of the community.
C. For the June 19, 1994 Grateful Dead concert staff and the concert promoters
developed a parking plan designed to minimize.damage to City property, recover costs for
any damage that did occur; and generate revenue for the City for use of City property,. As
a result of that ;plan, the Council requested further discussion of policy issues related to ,; `
allowing parking off improved surfaces in parks.
D. At its November 16, 1994 meeting the City Council approved. Option 2
presented to the Council by staff at that meeting, and directed. that until changes are
effected to the Eugene Code, 1971 regulating parking off improved surfaces in parks, the
City Manager adopt such administrative rules as were necessary to allow vehicle parking
in designated. areas off improved surfaces on parkland.

Now, therefore, based upon the above findings,. 1 hereby propose to adopt the
following Policy and Procedures Regulating Vehicle Parking Off Improved Surfaces in
Parks:
PROPOSED POLICY AND PROCEDURES REGULATING VEHICLE PARKING
OFF 1MPROVE.D SURFACES 1N PARKS
Administrative Order - 1
