-. - " <br />Findin : I agree that this rule should not be enforced with respect to the already <br />scheduled.0'Bon Festival on July 29; 1995, and notwithstanding the effective date of this <br />Order,. the Japanese-American Association of Lane County is exempted from, the <br />provisions thereof for the July 29, 1995 O'Bon Festival in Alton Baker Park. <br />Comment 3: Dean Middleton of Celebrating Traditions objected to the parking <br />fees and suggested that the fees should be based on the income generated by the event. <br />Findin As indicated in the findings in Administrative Order 58-95-05, the <br />purpose of these regulations, including the parking fees, is to minimize damage to City <br />property, recover costs for damage that does occur, and generate revenue for use of City <br />property. These issues are all directly related to the number of vehicles parked, not the <br />income received by the promoter of the event. In addition, the revision made in response <br />to Comment 1 may also be applicable for the Celebrating Traditions: Naive American <br />Arts and Cultures event sponsored by .this organization. <br />D. In addition to the specific findings set forth above, I find that the proposed Policy <br />and Procedures Regulating Vehicle Parking Off Improved Surfaces in Parks are necessary in order <br />to ensure the continuance of special events that attract large numbers of participants and spectators <br />requiring parking that cannot be accommodated with existing surface parking areas, and is in <br />compliance with the City Council's directive. <br />Now, therefore, based upon the above findings, I hereby adopt the following Policy and , <br />Procedures Regulating Vehicle Parking Off Improved Surfaces in Parks: <br />POLICY AND PROCEDURES REGULATING VEHICLE PARKING <br />OFF IMPROVED SURFACES IN PARKS <br />1. Policv. This rule and the procedures set forth herein shall apply to large events <br />likely to require temporary (no more than three consecutive days) overflow parking of more than <br />200 vehicles off improved surfaces of park lands. In the event of a -conflict between these <br />procedures and other adopted City policies or rules, including Park Rules, the procedures set forth <br />herein shall prevail. The policies and procedures established herein shall be administered by the <br />City's Parks Operation Manager. <br />2. Apple ication. A promoter of a large event likely to result in more than 200 vehicles <br />being parked off improved surfaces of parks shall submit an application to the Public Works <br />Department requesting development of a parking plan. The application shall indicate the estimated <br />number of vehicles and bicycles, and the area for which parking is requested. <br />3. Permit.
