ADMIlVISTRATIVE ORDER N0.58-96-12-F <br />of the <br />AIRPORT MANAGER <br />REVISING AIltPORT LANDING FEE, TERIVIINAL <br />BUILDING RENTAL RATE, ADDING A JOINT USE FEE, <br />AND RESCINDING ADMINISTRATIVE ORDER NO. 58-95- <br />.. 12-F <br />The Airport Manager of the City of Eugene finds as follows: <br />A. Sections 2.440 to 2.442 of the Eugene Code, 1971, authorize the City_Manager or <br />designee to set fees and. charges for the use of the Eugene Airport. Under Airport Rule 8.4.2., the <br />City Manager has `delegated that authority to the Airport Manager. <br />B. In accordance with the procedures set forth in Sections 2.440 to 2.442 of the Eugene <br />. Code, 1971, on May 31, 1996, I issued Administrative Order No. 58-96-12 proposing to increase the <br />landing fee set forth in section 4 of the Airport Fee Schedule adopted by Administrative Order No. <br />58-95-12-F on October 13, 1995; to revise the terminal building rental rate set forth in Section 5 of <br />that Schedule, establish a joint use requirement fee,. and delete the current provisions for "New <br />Signatory" users from both Sections 4 and 5, all as set forth in the Notice of Intended Fees attached <br />as Exhibit A thereto. The Notice was posted at two locations at the Airport on June 4, 1996, <br />~~ published in the Register Guard, a newspaper of general circulation within the City, on June 4, .1996,. <br />and made available for inspection by interested persons at the offices of the Airport Manager, 28855 <br />Lockheed Drive, Eugene, Oregon 97402, during normal business hours {8:00 a.m. to`5:00 p.m., <br />Monday through Friday, exclusive of holidays). The Notice provided that written comments would <br />be received thereon for a period of 15 days from the first date of posting and publication. No <br />responses were received within the time or iri the manner required by the Notice. <br />C. After investigating. the fees charged at other airports, the City's policies on recovery <br />ofuser fees, and the revenue needs of the Eugene Airport, I have.determined that Sections 4 and 5 <br />of the Airport Fee Schedule: should be revised as set forth in Finding B above: I further find that it <br />would be more efficient to'rescind Administrative Order No. 58-95-12-F as of the effective date of <br />this Order, and adopt the amended Airport Fee Schedule attached as Exhibit A hereto, and <br />incorporated herein by reference. <br />On the basis of these findings, I order that: <br />1. Administrative Order No: 58-95-12-F, and any other order in conflict with the fees <br />established and/or ratified herein are rescinded, as of the. effective date of this Order. <br />A <br />__ _ __ <br />
