C <br />ADMINISTRATIVE ORDER N0.58-96-14 <br />of the - <br />City Manager of the City of Eugene <br />CONCERNING NOTICE OF INTENDED FEES FOR ENGINEERING SERVICES <br />FOR PRIVATELY CONSTRUCTED PUBLIC IMPROVEMENTS <br />AND REPEALING ADMINISTRATIVE ORDER N0.58-95-07-F <br />The City Manager of the City' of Eugene finds as follows: <br />A. .Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to <br />determine and set fees and charges to be imposed by the City for services, goods, use of <br />municipal property, and licenses and permits. In accordance with the procedures set forth <br />therein, and the further authority of Section 7.130 of the Eugene Code, 1971, on June 30, 1.995 I <br />adopted Administrative Order No. 58-95-07-F establishing fees for engineering services for <br />privately constructed public improvements. <br />B. These .engineering services are provided on request to private parties and other <br />governmental agencies that construct projects that become public improvements upon <br />completion and are charged for on an hourly basis. Hourly rates are established at the start of <br />each fiscal year to recover the full cost of engineering services for each classification of - <br />engineering employee. I therefore intend to repeal the currently effective fees set forth in <br />Administrative Order No. 58-95-07=F and establish fees based on the hourly rates of engineering <br />employees for the 1996-97 fiscal year as set forth in the Notice of Intended Fees attached as . <br />Exhibit A hereto and incorporated herein by reference. <br />C. The fees set forth in Exhibit A hereto are consistent with applicable policies and <br />directives of the City Council, comparable to the fees established in other jurisdictions and <br />private businesses for providing such services, are abased on the hourly rates of engineering <br />employees, and are necessary_ in order to comply with the City Council's directive and the <br />requirements of Section 2.130 or the Eugene Code, 1971 that the fee charged for these services <br />recover the City's,full costs;, including plan-review, engineering, inspection and overhead costs. <br />On the basis of these fmdings, I order that: <br />1. Copies of the Notice be provided to the Mayor and City Councilors, posted at two <br />. locations at City Hall, and be made available for interested persons at the offices of the City <br />Manager, 777 Pearl Street, Eugene, Oregon 97401, during normal business hours (8:00 a.m. to <br />5:00 p.m. Monday through Friday, exclusive of holidays). <br />2. All persons desiring to comment thereon. shall submit written comments as set <br />`forth in the Notice.
