ADMINISTRATIVE ORDER <br />OF THE CITY MANAGER <br />#44-96-04 <br />City of Eugene, Oregon <br />Under section 16(2) of the Eugene Charter, the City Manager is given authority to make purchases <br />and act as a business agent for the City Council in connection with the sale of real estate and other <br />business and commercial transactions. The City Manager desires to partially delegate this authority <br />to the Executive Managers of the various city departments or their designees. <br />It is the intent of the City to: <br />A, Provide for uniform and consistent processing of contracts. <br />B. Minimize the time and attention required of the City Manager for routine contracts. <br />C. Clearly define areas of responsibility with regard to initiation, execution and <br />administration of contracts. <br />.Based on the above, the City Manager orders that: <br />1. Unless Council approval is required as a matter of law, or unless Council approval <br />is requested by the City Manager, no contract shall be placed on the Council agenda <br />for approval. <br />2. Only contracts over departmental authority as noted below will normally be brought <br />to the attention of the City Manager for review, approval and signature. For purposes <br />of this administrative order, contracts for exchange of services shall be assigned an <br />approximate dollar value of the services given by the City. <br />3. Any contract submitted to the City Manager for signature shall have the initials on <br />the City Manager's signature line of the Executive Manager who recommends <br />execution of the contract by the City Manager. <br />4. Executive Managers shall be responsible to the City Manager for the initiation, <br />content, award, obtaining of signatures, budgetary encumbrance and compliance with <br />applicable federal, state and local statutes for contracts which carry out the programs <br />of their departments. <br />I :_- , , <br />
