TABLE 1
SUMMARY OF SYSTEMS DEVELOPMENT CHARGES
Transportation Wastewater Stormwater Parks
Rates
Cost Basis
Service
Standards
Cost per trip = $665.49
Non-assessable cost
per lane mile for
collectors and arterials;
costs of arterial street
lights; cost per mile for
off-street bicycle paths.
Level of Service "D" for
roads (675 peak hour
vehicles per lane). One
light per 27 peak hour
VMT. 0.2268 miles of
off-street bicycle path
per 1,000 people.
Cost per Equivalent Dwelling
Unit (EDU) _ $560.58 (local)
and $331.00 (regional).
Plumbing F'octure Unit (PFU)
costs are $35.04 (local) plus
$20.69 (regional). System
connections in River Road
/Santa Clara and Hwy 99
areas will pay $0.025 per
square foot of lot area.
Estimated non:assessable
cost of existing system using
costs from "Infrastructure
Replacement Values Report".
Charges are net of all federal
grants and outstanding debt.
Design flow standards
currently used by the City for
various land use types.
PFUs are determined using.
Oregon State Drainage
Plumbing Code.
Cost per square foot of
impervious surface area =
$0.148. Cost per single-
family development (SFD)
with building footprint
<3,000 sq. ft. _ $475.74, or
Z 3, 000 sq. ft. _ $713.61.
Per Duplex = $951.48. For
Manufactured Home Parks =
$249.23 per space plus cost
per square foot of additional
impervious area = $0.148.
Estimated non-assessable
cost of existing system using
costs from "Infrastructure
Replacement Values
Report".
Design standards currently
used by the City to handle a
five-year storm.
Cost per Dwelling
Unit = $833.43
Unit costs for
various
components
Classification
of charge
Implementation
Improvement Charge
Charges for roads and
streetlights would be
calculated based on trip
rates for specific
development types
according to Appendix
C, using dwelling units,
gross floor area, or
other units. Trip rates
capped at 10 trips per
1,000 square feet or
equivalent.
Reimbursement charge
D 33%
Improvement charge
a 67%
Charges are on the basis of
EDUs or PFUs. Existing
commercial development
connecting for the first time
is charged based on average
winter months' water
consumption, converted to
EDUs. Credit for past
property tax payments will
be granted for regional
charge; credit for past trunk
sewer levy payments will be
granted for the local charge.
(Note: for average annual
discharge equal to or greater
than 100,000 gallons per
day, the Regional
Wastewater SDC is collected
based on a per EDU
standard of 200 gallons per
day).
Existing levels of
service for
various
components, as
established in the
Eugene Parks
and Recreation
Plan.
Improvement charge I Improvement
charge
Basic SFD dwelling unit cost
is computed based upon
:assumed 35% impervious
area on 9200 square foot lot.
For SFDs with 23,000 sq. ft.,
the cost is based upon 1.5
times the basic SFD rate.
For Duplex development, the
cost is based on 2 times the
basic SFD rate). The cost
for a Manufactured Home
Park is computed based on
assumed 1,684 sq. ft. of
impervious area per leasable
space plus the additional
cost per square foot of all
other impervious surtace
area. All other development
is charged based on actual
.impervious surtace area or
equivalent surtace area.
Charges are
based on a flat
rate per dwelling
unit for all types
of residential
development.
There is no
charge for
commercial
development.
Note: Administration costs are not included in the figures above. They will be added to each building permit. The administrative cost is 5.0°,6 of the total
SDC (prior to deduction of credit). An additional $10.00 per permft MWMC administrative charge will be added to the regional Wastewater SDC.
May 1, 1997 City of Eugene SDC Methodology Page 3
