For the purposes. of this <br />document, the definitions in the Eugene Code, 1971, shall .apply unless expressly provided: to the _ <br />contrary. Appendix B contains definitions of words and phrases which .are used throughout. this <br />report. <br />2.1 Definitions <br />~~ ~~ <br />~t~ <br />~~ _ <br />~~ <br />{1) As used in EC 7.725(b) and this definition, a "single family dwelling" means a "Dwelling, <br />. single family detached" as defined in EC 9.015: <br />(2) Exemption. To simplify the administration of he SDC, no development involving then- <br />existing improvements on a site will increase usage of or create the need for additional capital <br />' improvaments until one of the following occurs`. <br />(a) For property improved with only a single family dwelling, when: <br />(I) an additional dwelling unit is created; or <br />(ii) all or part of any structure on .the site is changed to a use not permitted <br />outright in an RA zone in EC 9.384, <br />(b) For all property not covered in (a) above: <br />(1) an additiona( dwelling unit is created, <br />(ii) there is an increasa in the number of plumbing fixture units on the site, <br />(iii)- 60 sq. ft: of impervious surface is added to the site, <br />r (iv) efe1`~,:~t~~ ~r::r~ore square feet <br />{sq:-ft:~ of floor space in a building; ~;i?~~IS~ or {far-aver} w~±~}i 50%0 0 <br />f1Jt; of the gross floor space of the buildrng.1;');arif~g~:~t. <br />,(c) An additional connection to, or an increase in the size of an existing connection to <br />the public{sanitary-sewet~}'~ir~isfe~t±a or {:~ta~--sewre~} ~t~t~i~ta'E~t~y~'tet'it is <br />to be made.. - , .. <br />2.2 General`Method for ~ity~~`-z~:a~'~r~e: SDC Rates {Setti~} <br />Table 1 provides ari overview of the basis of the rate setting methodology;. outlining the basic <br />.rates, cost basis, service standards and means of implementation for each system charge. <br />New development should not be .charged- for a higher level of service than that currently <br />provided': to the community or to which the .community has committed future resources. <br />Therefore, additional capacity needs are de#ermined using the. City's existing level of service <br />or the City's fu~t# fplarmed~ level of service.
