`' Attachment #4 of Exhibit A <br />Administrative Order No. 58-97-07-F <br />....Page 2 of 2 <br />The MWMC SDC (also known as the Regional Wastewater SDC) formula-is based on the <br />allocation of costs of existing or planned capacity to Average -Flow, Peak Flow, Biochemical <br />Oxygen Demand (BOD) and 'Suspended. Solids (SS) components of the regional facilities.- <br />These cost allocations are used to derive a'cost per Flow Estimation- Unit (FEU), for each type <br />of land use. The Regional Wastewater SDC is determined' by multiplying. the applicable- FEU <br />rate per unit of measure for a specific land use type, by the units of measure for the proposed <br />u development: The Regional Wastewater system Cost of Service formula per unit of <br />development'can be found inAppendix D. The Regional Wastewater SDC rates can be found <br />in the current adopted fee schedule in Appendix G. <br />The Regional Wastewater SDC Methodology provides that a review of the Capital <br />Improvement Plan {CIP) will be initiated, at such time as any single development with an <br />anticipated discharge of 100,000 gallons per day or more applies for a building permit or for <br />connection to the system. The purpose of this review is to determine if the demand placed on <br />the regional system by that new. user .will require a change in the timing of future capital <br />projects that will impact the amounf of the Regional SDC. If this occurs, the improvement fee <br />portion of the charge will be modified to reflect the value of the .new schedule of capacity <br />increasing improvements, and the modified fee will be applied to the development that caused <br />the need for the modification and to all future development. <br />5.0 Stormwater System <br />.July 7, 9997 City of Eugene SDC Methodology Page 8 <br />
