On May 15, 1997, the Commission adopted the fRegianalj -- MWMC' " Systems Development Charge which includes a regional administrative charge. In accordance with the agreement, the City of Eugene must adopt rates and charges not less than those required by the Commission. The IVIWMC SDC (also'Icnown as the Regional Wastewater SDC) ' formu}a is based on.the allocation of costs of existing or planned capacity to Average Flow, Peak Flow, Biochemical Oxygen Demand (BOD) and Suspended Solids (SS) componen#s of the regional facilities. These cost allocationsare used to derive a cost per Flow Es#imation Un"rt (FEU}, for each type: of land use. The Regional Wastewater SDC is determined by multiplying the applicable FEU.. rate per unit of measure fnr a specific land use type, by the units of measure for the proposed development. The Regional Wastewater system Cost of Service formula per unit. of development can be found in,Appendix D. The Regional Wastewater SDC rates can be found in the current adopted fee schedule in Appendix G. ~~ The Regional Wastewater SDC Methodology 'provides that a review `of the Capital Improvement Plan(CIP}-:will be initiated at`such time as any single development with an anticipated discharge of 1t)O,Q~Q gallons per, day or more., applies fora building permit or for connection to the system. The purpose of this review is todetermine if the demand placed on the regional system by that new user will require` a change in' the timing of future capita! projects that wiH impact the amount of the Regional SDC: If this occurs, the .improvement fee portion of fhe charge will be modified to reflect fhe value of the new schedule of capacity. increasing improvements, and the modified fee willbe applied #o the development that caused fhe need for the modification and #o all future development.
