' ADMINISTRATIVE ORDER N0.58-97-12-F <br />of the <br />City Manager of the City ofEugene <br />ESTABLISHING FEES FOR ENGINEERING SERVICES <br />FOR PRIVATELY CONSTRUCTED PUBLIC IMPROVEMENTS <br />AND REPEALING ADMINISTRATIVE ORDER N0.58-96-14-F <br />The City Manager of the City, of Eugene finds as follows: <br />A. Section 2.020 of the Eugene, Code, 1971 authorizes the City. Manager to <br />determine and set fees and charges to be imposed by the City for services, goods, use of <br />municipal property,. and licenses and permits. <br />B. In accordance with the procedures set forth therein, and the further authority of <br />Section 7.130 of the Eugene Code, 1971, on June 12, 19971 notified the lYlayor and City: Council " <br />that I intended to repeal the currently effective fees for engineering services for privately <br />constructed public improvements as established by Administrative Order No. 58-96-14-F on <br />August 1, 1996. The Notice was also posted at two locations at City Hall on June 12, 1997 and <br />made available for inspection by interested persons at the offices of the City Manager, 777 Pearl <br />Street, Eugene, Oregon 97401 during normal business hours (8:00 a.m. to 5:00 p.m., Monday <br />through Friday, exclusive of holidays). The Notice provided that written comments would be, <br />received thereon for a period of 15 days from the date of posting. No comments were received <br />within the time or in the manner required by the Notice. <br />C. I find that the fees set .forth. in Exhibit, A hereto. are consistent with applicable <br />policies and directives of the City Council, comparable to the fees established in other <br />jurisdictions and private businesses for providing such services, .are based on the hourly rates of <br />engineering employees, and are necessary in order to comply with the City Council's directive <br />and the requirements of Section 7.130 of the Eugene Code, 1971 that the fee charged for these <br />services recover the City's full costs, including plan review, engineering, inspection and <br />overhead costs.. <br />On the basis of these findings, T order that: <br />1. The fees set forth in Exhibit A hereto are hereby established as the fees to be <br />charged for the engineering services for privately constructed public improvements as set forth <br />therein, effective 12:01 a.m. July 1, 1997. <br />2.
