ADMINISTRATIVE ORDER NO. 58-97-10 <br />of the <br />AIRPORT MANAGER <br />CONCERNING NOTICE OF-PROPOSED REVISION TO AIRPORT NON- <br />SIGNATORY/SCHEDULED/[JNSCHEDULED AIRLINES GATE/HOLD <br />ROOM FEE AND COUNTER FEES; SIGNATORY AND NON-SIGNATORY <br />LANDING FEES; AND TERA'IIrTAL BUILDING RENTAL RATE. <br />The Airport Manager of the City of Eugene finds as follows: <br />A. Authority is granted to the City Manager of the City of Eugene under Sections 2.440 <br />to 2.442 of the Eugene Code, 1971 to set fees and charges for the use of the Eugene Airport. The <br />City Manager has further delegated that authority to the Airport Manager under Airport Rule 8.4.2. <br />B. Pursuant to that delegated authority Administrative Order No. 58-96-19-F was issued <br />on September 23, 1996 revising and ratifying the Airport Fee Schedule attached as Exhibit A thereto, <br />effective October 3, 1996. The short term and long term parking lot fees set forth in Section 12 of <br />that schedule were subsequently amended by Administrative Order No. 58-97-06-F. <br />C. After investigating the fees charged at other airports, the City's policies on recovery <br />of user fees, and the revenue needs of the Eugene Airport, I have determined that the Gate/hold room <br />fee and counter fee set forth in Section 2 of the Airport Fee Schedule, the landing fees set forth in <br />Section 4, as well as the terminal building rental rates set forth in Section 5 of that Schedule should <br />be revised, effective July 1, 1997, all as set forth in the Notice of Intended Fees attached as Exhibit <br />A hereto and incorporated herein by reference. <br />On the basis of these findings, I order that: <br />1. Copies of the Notice be provided to the Mayor and City Councilors, persons who have <br />requested notice, persons currently paying such charges, posted at two locations at the Airport, <br />published in the Register Guard, a newspaper of general circulation within the City and be made <br />available for interested persons at the offices of the Airport Manager, 28855 Lockheed Drive, <br />Eugene, Oregon 97402 during normal business hours (8:00 a.m. to 5:00 p.m., Monday through <br />Friday, exclusive of holidays). <br />2. All persons desiring to comment thereon shall submit written comments as set forth <br />in the Notice.
