NOTICE OF INTENDED RULEMAKING <br />PROPOSED AMENDMENT OF APPENDIX A OF INDUSTRIAL <br />PRETREATMENT PROGRAM ADMINISTRATIVE RULE R-6.463 <br />NOTICE IS HEREBY GIVEN tha# pursuant to the authority contained in Sections <br />2.018(5), 2.019 and 6.501 to 6.596 of the Eugene Code, 1971, I intend to amend Appendix <br />A of Industrial Pretreatment Program Administrative Rule R-6.463 to: <br />Increase the penalties for some violations; adjust other penalties based on <br />prior experience in administering the enforcement program; add a new provision for <br />Pollution Management Practices; and reformat the Enforcement Response Guide <br />to facilitate its readability, as more particularly set forth in Appendix A attached <br />hereto. <br />The proposed amendments are consistent with the directions of the City Council, <br />and are necessary in order to recover the City's costs associated with monitoring the City's <br />industrial pretreatment program and achieving compliance therewith by industrial users. <br />The proposed amendments may be reviewed at the office of the City Manager, City Hall, <br />777 Pearl Street, Eugene, Oregon 97401 during normal business hours (9:00 a.m. to 5:00 <br />p.m. Monday through Friday, exclusive of holidays). <br />`. All persons wishing to comment thereon or object thereto must submit their <br />comments or objections to the City Manager, City Hall, 777 Pearl Street, Eugene, Oregon <br />97401, in writing, within fifteen (15) days of the date of the first publication hereof, as <br />indicated below.
