The City facilities located shall be #emporarily marked using green paint for sewers and <br />orange paint for City telecommunications. Where the use of paint is not practical, a written <br />description of the facility upon wood stakes is acceptable. Once the Utility Inspector has <br />marked the located city owned facilities, the excavator is responsible for taking reasonable <br />steps to maintain these marks through the life of their project. <br />Several other City work units respond to certain utility locate requests. Due to the <br />specialized locating equipment needed, Public Works Transportation Division provides <br />personnel #o respond to locate requests for its facilities. When requested by the Utility <br />Inspector, the Parks Maintenance. Section provides personnel to respond. to locate <br />requests for its facilities (e.g., irrigation systems). Locate requests that may impact <br />facilities maintained by the Wastewater Division are forwarded to appropriate staff in that <br />Division (wastewater pump stations, force mains, etc..). Locate requests that may impact <br />facilities maintained by the Airport Division are forwarded to appropriate staff in that <br />Division (excavations within or adjacent to airport property). Locate requests that may <br />impact facilities maintained by the Facilities .Division are forwarded to appropriate staff in <br />that Division (e.g., power conduits in parks, excavations adjacent to City-owned buildings).. <br />1.E.1 Requests for Emergency Locates <br />An emergency locate should not be requested unless it involves emergency repairs <br />immediately required to an existing facility within the public way. The City of Eugene <br />attempts to regularly monitor incoming locate requests; however, full-time monitoring is not <br />practical. During normal business hours, emergency locate requests for City facilities <br />made through the OUNC are received and dispatched through the Maintenance Planning <br />office. The notification center typically calls the City to ensure that emergency locate. <br />requests have been received. Between the hours of 8:00 a.m. and 4:30 p.m.,, :emergency <br />locate requests are forwarded to the Utility Inspector. Locates needed outside this time <br />period may be placed through. the OUNC who then must notify the City's after-hours <br />dispatch by telephone at 682-5111. Response to after-hours emergency locate requests <br />is coordinated by the Maintenance on-call supervisor. Emergency requests for locates <br />involving facilities located by other work units will be .forwarded to the appropriate <br />personnel <br />1.E.2 Internal Public Works Locate Requests For Maintenance Activities <br />Locate requests placed with the Utility Notification Center for the various types of <br />maintenance work to be performed by the different City of Eugene Public Works Divisions <br />shall be treated in a manner similar to those locates performed for agencies or individuals <br />issued aright-of-way permit, with the following exception.. Because no permit is required, <br />Engineering Division personnel do not research the existing underground facilities. Upon <br />specific request, the Utility Inspector will research and field-locate all wastewater and <br />stormwater facilities for maintenance work to be performed by Maintenance and <br />Transportation Division crews. <br />Utility & R/VV Permit Policy 5 02!09/98 <br />
