ADMINISTRATIVE ORDER NO. 57-00-O1-F <br />of the <br />City Manager of the City of Eugene <br />CHANGING FEES FOR LIBRARY SERVICE CHARGES; RATIFYING <br />UNAMENDED PORTIONS OF ADMINISTRATIVE ORDER NO. 57-99-04-F; <br />AND REPEAL OF ADMINISTRATIVE ORDER N0.57-99-04-F. <br />The City Manager of the City of Eugene finds as follows: <br />A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager of the City of <br />Eugene to determine and set fees and charges to be imposed by the City for services, goods, use of <br />municipal property, and licenses and permits. <br />B. In accordance with the procedures set forth therein, on December 28, 1999, <br />Administrative Order No. 57-99-04-F was issued adopting and ratifying the Library Fee Schedule. <br />C. On June 5, 2000, I notified the Mayor and City Council that I intended to eliminate <br />the fees charged by the Library for book-on-tape rental, reserving materials, fax requests, and <br />interlibrary loan service as set forth in the Notice of Intended Change in Fees attached as Exhibit A <br />thereto and incorporated therein by reference, ratify the remaining fees of Administrative Order No. <br />57-99-04-F, and repeal Administrative Order No. 57-99-04-F. The Notice was also posted at two <br />locations at City Hall on June 5, 2000, and made available for inspection by interested persons at the <br />offices of the City Manager, 777 Pearl Street, Eugene, Oregon 97401 during normal business hours <br />(8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays). The Notice provided that <br />written comments would be received thereon for a period of 15 days from the first date of posting. <br />No comments were received within the time or in the manner required by the Notice. <br />D. I find that the fees set forth in Exhibit A hereto are consistent with applicable policies <br />and directives of the City Council, are in the public interest, are necessary in order to ensure that the <br />Library Fee Schedule reflects only those services for which fees are being charged, and are <br />comparable to the amounts charged for similar services in other jurisdictions. <br />On the basis of these findings, I order that: <br />1. The fees set forth on Exhibit A attached hereto and incorporated herein by reference <br />are hereby adopted as the fees to be charged for the services set forth therein, effective July 1, 2000. <br />2.
