C~Op~7
ADMINISTRATIVE ORDER NO. 58-00-19-F
of the
City Manager of the City of Eugene
ESTABLISHING FEES FOR ENGINEERING SERVICES FOR PRIVATELY
CONSTRUCTED PUBLIC IMPROVEMENTS AND REPEALING
ADMINISTRATIVE ORDER NO. 58-99-15-F _
The City Manager of the City of Eugene finds as follows:
5 ~~vo ~ 19
A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to determine
and set fees and charges to be imposed by the City for services, goods, use of municipal property, and
licenses and permits.
B. In accordance with the procedures set forth therein, and the further authority of
Section 7.130 of the Eugene Code, 1971, on August 8, 2000, I notified the Mayor and City Council
that I intended to amend the currently. effective fees for engineering services for privately constructed
public improvements as established by Administrative Order No. 58-99-15-F. The Notice was also
posted at two locations at City Hall on August 13, 2000 and made available for inspection by
interested persons at the offices of the City Manager, 777 Pearl Street, Eugene, Oregon 97401,
during normal business hours (8:00 a.m. to 5:00 p.m. Monday through Friday, exclusive of holidays).
The Notice provided that written comments would be received thereon for a period of 15 days from
the date of posting. No comments were received within the time or in the manner required by the
Notice.
C. I find that the fees set forth in Exhibit A hereto are consistent with applicable-policies
and directives of the City Council, compazable to the fees established in other jurisdictions and private
businesses for providing such services, are based on the hourly rates of engineering employees, and
are necessary in order to comply with the City Council's directive and the requirements of Section
7.130 of the Eugene Code, 1971 that the fees chazged for these services recover the City's full costs,
including plan review, engineering, inspection and overhead costs.
On the basis of these findings, I order that:
1. The fees set forth in Exhibit A hereto are hereby established as the fees to be charged
for. the services set forth therein, effective 12:01 a.m., September 1, 2000.
2. Administrative Order No. 58-99-15-F, and the fees established therein are repealed
as of midnight, August 31, 2000.
Dated this ~ ~ day of August, 2000.
~~~~
~~
James R Johnson
City Manager
Administrative Order
