_ APPOINTING THOMAS C. LARSEN AS THE CITY'S <br />TRAFFIC ENGINEER. <br />The City Engineer of the Public Works Department of the City of Eugene finds that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 1976, the <br />City Manager is designated as the administrative head of the City, and is specifically authorized to <br />appoint and remove all employees (except as otherwise provided in the Charter), and to enforce all <br />ordinances of the City. <br />r B. In Administrative Orders dated July 12,1991, former City Manager Micheal Gleason <br />delegated to the Traffic Engineer the authority to exercise all duties and responsibilities granted to <br />the City Manager by Sections 5.040, 5.050, 7.405, 7.410 and 9.538(6)(d) of the Eugene Code, 1971. <br />In addition, Administrative Rule R-5.045 assigns additional responsibilities to the Traffic Engineer. <br />C. The City's position of Traffic Engineer is currently vacant; Thomas C. Larsen should <br />be appointed as the City's Traffic Engineer; and he should be specifically authorized to delegate all <br />or any of the duties or responsibilities delegated herein upon a determination that it would be more <br />efficient and in the public interest to do so. <br />NOW, THEREFORE, <br />The City Engineer of the Public Works Department of the City of Eugene orders and <br />directs that: <br />1. Based on the above fmdings, which are hereby adopted, Thomas C. Larsen-is hereby <br />appointed as the City's Traffic Engineer as of the effective date of this Order. <br />2. The delegations of authority described in paragraph B above are reaffirmed. <br />3. Any of the duties or responsibilities of the appointment provided for herein may in <br />turn be delegated to such person or persons qualified to perform the duties upon finding it would be <br />more efficient and in the public interest to do so. <br />4.
