ADMINISTRATIVE ORDER N0.58-01-17 <br />of the <br />City Manager of the City of Eugene <br />CONCERNING NOTICE OF INTENDED AMENDMENT OF FEES FOR <br />ENGINEERING SERVICES FOR PRIVATELY CONSTRUCTED PUBLIC <br />IMPROVEMENTS AND REPEAL OF ADMINISTRATIVE ORDER N0.58-00-19-F. <br />The City Manager of the City of Eugene finds as follo~~vs: <br />A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to determine <br />and set fees and charges to be imposed by the City for services, goods, use of municipal property, <br />and licenses and permits. In accordance with the procedures set forth therein, and the further <br />authority of Section 7.130 of the Eugene Code, 1971, Administrative Order No. 58-00-19-F was <br />adopted on August 31, 2000 establishing fees for engineering services for privately constructed <br />public improvements. <br />B. These engineering services are provided on request to private parties and other <br />governmental agencies that construct projects that become public improvements upon completion <br />and are charged for on an hourly basis. Hourly rates are established at the start of each fiscal year <br />to recover the full cost of engineering services for each classification of engineering employee. In <br />addition, the titles of some of the classifications have changed or the classifications no longer exist, <br />and I therefore intend to repeal the currently effective fees set forth in Administrative Order No. 58- <br />00-19-F and establish fees based on the hourly rates of engineering employee~.for,the 2001-2002 <br />fiscal year as set forth in the Notice of Intended Fees attached as Exhibit A hereto and incorporated <br />herein by reference. <br />C. The fees set forth in Exhibit A hereto are consistent with applicable policies and <br />directives of the City Council, comparable to the fees established in other jurisdictions and private <br />businesses for providing such services, are based on the hourly rates of engineering employees, and <br />are necessary in order to comply with the City Council's directive and the requirements of Section <br />7.130 of the Eugene Code, 1971 that the fee charged for these services recover the City's full costs, <br />including plan review, engineering, inspection and overhead costs.. <br />On the basis of these findings, I order that: <br />1. Copies of the Notice be provided to the Mayor and City Councilors, posted at two <br />locations at City Hall, and be made available for interested persons at the offices of the City <br />Manager, 777 Pearl Street, Eugene, Oregon 97401, during normal business hours (8:00 a.m. to 5:00 <br />p.m. Monday through Friday, exclusive of holidays). <br />2. All persons desiring to comment thereon shall submit written comments as set forth <br />in the Notice.
