ADMINISTRATIVE ORDER N0.58-01-17-F <br />of the <br />City Manager of the City of Eugene <br />C~ <br />AMENDING FEES FOR ENGINEERING SERVICES FOR PRIVATELY <br />CONSTRUCTED PUBLIC IMPROVEMENTS; RATIFYING THE <br />UNAMENDED FEES AND REPEALING ADMINISTRATIVE ORDER NO. <br />58-00-19-F. <br />The City Manager of the City of Eugene finds as follows: <br /> <br />A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to determine <br />and set fees and charges to be imposed by the City for services, goods, use of municipal property, <br />and licenses and permits. <br />B. In accordance with the procedures set forth therein, and the further authority of <br />Section 7.130 of the Eugene Code, 1971, on July 11, 2001, I notified the Mayor and City Council <br />that I intended to amend the currently effective fees for engineering services for privately constructed <br />public improvements established by Administrative Order No. S 8-00-19-F by establishing fees based <br />on the hourly rates of engineering employees for the 2001-2002 fiscal year, and by amending the <br />titles of some of the classifications which have changed or no longer exist. <br />C. The Notice was also posted at two locations at City Hall on July 12, 2001, and made <br />available for inspection by interested persons at the offices of the City Manager, 777 Pearl Street, <br />Eugene, Oregon 97401, during normal business hours (8:00 a.m. to 5:00 p.m. Monday through <br />Friday, exclusive of holidays). The Notice provided that written comments would be received <br />thereon for a period of 15 days from the date of posting. No comments were received within the <br />time or in the manner required by the Notice. <br />D. I find that the fees set forth in Exhibit A hereto are consistent with applicable policies <br />and directives of the City Council, comparable to the fees established in other jurisdictions and <br />private businesses for providing such services, are based on the hourly rates of engineering <br />employees, and are necessary in order to comply with the City Council's directive and the <br />requirements of Section 7.130 of the Eugene Code, 1971 that the fees charged for these services <br />recover the City's full costs, including plan review, engineering, inspection and overhead costs. <br />On the basis of these findings, I order that: <br /> <br />1.
