improvement fee portion of the charge will be modified to reflect the value of the new <br />schedule of capacity increasing improvements, and the modified fee will be applied to the <br />development that caused the need for the modification and to all future development. <br />5.0 stormwater System <br />The stormwater SDC is based upon the square footage of all impervious surface (e.g., rooftops, <br />driveways, sidewalks, parking lots, patios, and other non-porous surfaces). The detailed formula for <br />calculating the stormwater SDC cost per square foot of impervious surface is set forth in Appendix <br />D. The stormwater SDC is determined by multiplying the applicable rate by the unit of measure, for <br />the proposed development type. The stormwater SDC rates per unit of measure can be found in the <br />current adopted fee schedule in Appendix F. <br />Where the stormwater SDC is a fixed amount per dwelling unit or space, it shall be determined by <br />multiplying the amount per dwelling unit or space times the number of units or spaces plus, for <br />manufactured home development, the amount for other features based upon the impervious area <br />times the rate for square footage. Where the stormwater SDC is not a fixed amount per dwelling unit <br />or space, it shall be determined by multiplying the rate per square foot of impervious area times the <br />impervious area of the proposed development. Where a development creates impact not attributable <br />to impervious surface area, the stormwater SDC shall be determined by evaluating equivalent <br />impervious surface area, multiplied by the rate per square foot of impervious area. <br />6.0 Parks System <br />The parks system components that are identified in the adopted 1989 Parks and Recreation Plan, <br />and the parks system components identified in Table 7, which are used to calculate the parks SDC, <br />are generally described as parks (neighborhood and community) and facilities which are more <br />particularly described in Appendix~E. The current community standard, or level of service, for an <br />infrastructure system is the determining factor in calculating the impact of new development on the <br />system. New development can be charged the costs of providing infrastructure services for the <br />development at the same level of service as the existing community as a whole. <br />The detailed calculation for each component of the parks SDC and the Cost of Service formula are <br />set forth in Appendix E. -The parks SDC rate can be found in the current adopted fee schedule in <br />Appendix F. The rate per dwelling unit is determined based on equivalent dwelling units (EDU). <br />The parks SDC for a proposed development is determined by multiplying the rate per dwelling unit <br />(EDU) by the number of dwelling units in the proposed development. The cost per EDU is the sum <br />of all parks system components identified in Appendix. E. There is currently no parks SDC for non- <br />residential development. <br />7.0 Credits and Impact Reductions <br />This section provides detail on the City's administration of SDC credits and impact reductions.: <br />Potential sources, criteria for eligibility, and the basis for calculation of credit and impact reductions <br />are defined in the SDC Credit Policies and Procedures, in this Methodology, and in Eugene Code, <br />section 7.730. A list of examples of facilities and programs which are potentially eligible for credit and <br />impact reduction appears in Table 2 of this section. (Note: As development standards change some <br />examples may no longer be considered eligible for reduction but may influence future rates.) <br />;% SDCs may. be reduced by one or more of the following processes: <br />(1) Impact Reduction, based on quantifiable mitigation of demand generated by the development <br />for new identifiable capital improvements; <br />City of Eugene SDC Methodology Page 9 <br />
