Administrative Order No. 58-98-16 <br />Public Works Department <br />City of Eugene, Oregon <br />PROPOSING THE AMENDMENT OF PARK RULES <br />1.003, 1.007, 1.050, AND 1.070. <br />'The Executive Director of the Public Works Department of the City of .Eugene finds <br />that: <br />A. Pursuant to the prior authority of Section 2.812 et se,~c .of the Eugene .Code, 1971, <br />(subsequently repealed) which authorized the City .Manager or designee to .adopt Park Rules, and <br />Administrative Order No. 58-92-21 delegating authority for adoption of Park Rules to the Director <br />of the Public Works Department, on June 24, 1994 I issued Administrative Order No. 58-94-12 <br />adopting amended Park rules. <br />S. Subsequent thereto, and pursuant to the authority of Section 2.019 of the Eugene <br />Code, 1971, I issued Administrative Order No. 58-96-i6 adopting an Emergency Rule amending <br />Section 1.003 of the Park Rules, to set forth the hours that City parks are closed. That Emergency <br />Rule expired, and its. provisions should be adopted. In addition, Section 1.003 should be further <br />amended to prohibit vehicular access to City parks at any time the gates at entry points are closed <br />and signs are posted indicating that vehicular access is prohibited. <br />C. Rule 1.007(h)4.a. should be amended to add the Park Blocks as an area in which <br />the possession or consumption of hard liquor, malt beverages and alcoholic liquor is prohibited. <br />D. Rule 1.050(8) should be amended to delete Gilliam Park at 3055 Gilliam Road in <br />the Willakenzie area as a dog off leash area, as the City no longer owns that property. <br />E. Rule 1.070(1) should be amended- to prohibit certain acts or conduct within <br />landscaped areas of City parks. <br />Therefore, based upon the above findings, and pursuant to the authority of Section 2.019 <br />of the Eugene Code, 1971, and Administrative Order No. 58-92-21, I proposed to amend the Park <br />Rules to provide: <br />1.
