Copies of the Administrative Order and Public Notice
are attached. 1 anticipate the Notice will be posted on or around July 1, 2005.
Background
Most residential subdivisions and commercial developments in the Eugene area are built by
private developers. These developments typically include public streets, wastewater facilities,
storm drainage facilities, and other improvements that are privately engineered and constructed.
The new improvements are. inspected and accepted by the City of Eugene and are maintained
by the City's Public Works Department.
The City charges the private developer the cost of reviewing plans, testing, inspecting
construction, reviewing as-construct drawings and performing 11-month warranty inspections. In
accordance with City Code Section 7.130(1), fees for these services recover the City's full costs,
including overhead. Developers are provided engineering cost information before they sign any
contract that requests City design or inspection services on privately constructed projects.
FY06 Rates
The City's FY06 engineering rates for services to privately engineered public improvements are
6% higher than FY05 rates. Significant factors influencing FY06 rates include increases in
wages, health insurance, and PERS rates.
Next Steps
The Notice provides fora 15-day comment period. At the end of that time, the City Manager will
review comments and prepare a final order setting the fees which will include consideration and
response to any public comments. The new hourly rates are expected to be effective with the
pay period that begins on July 24, 2005.
For additional information on the proposed charges contact Mark Schoening at 682-5243; for
additional information on the fee-setting process contact Susan Weixelman at 682-5388.
