Meeting statewide waste recovery goals under the 1991 Oregon Recycling Act <br /> will require improved markets for recycled materials. The City of Eugene urges <br /> the State to continue addressing material recovery and market development plans <br /> as contained in the Integrated Resource and Solid Waste Management Plan, with <br /> emphasis on the following items: Recommendations: <br /> Recommendations: 1.
