HOMELESS YOUTH <br /> The number of homeless youth has increased in our community and throughout the State. These <br /> youth are often the victims of adult criminal behavior. It is widely recognized that this is a <br /> growing problem, especially in the cities of Eugene and Portland. Other than affordable housing <br /> proposals, however, there have been no specific proposals to address the homeless youth issue. <br /> Recommendation: <br /> 1.
