7 <br />11. Integrate with the Civic Center and Great <br />Streets Plans: Integrate the design of the park <br />blocks with 8th Avenue as the Great Civic Street <br />and with plans for the Civic Center as described <br />in the Civic Center Planning Policies adopted <br />by Council. The design should achieve a unique <br />balance of retaining the identity of the park while <br />contributing to the continuity of 8th Avenue. <br />12. Shelter: Provide shelter for entertainment, <br />market, and day-to-day use. The current shel- <br />ters are too low, poorly located, and have poorly <br />designed roof drains to service current needs. <br />Consider permanent or temporary shuctures able <br />to support diverse activities. <br />13. Future Opportunities: The Butterfly parking <br />garage has long been identified as a less than <br />ideal use adjacent to the Park Blocks. It is an <br />unfriendly front to the Park Blocks and sidewalks, <br />is a low density form of development, and is <br />considered by most to be an inappropriate use of a <br />highly prominent site. Replacement of the Butter- <br />flylot would create a building site with prominent <br />frontage on the Park Blocks and would allow <br />restoration of the original NW park block. <br />14. Intergovernmental Coordination: The coop- <br />eration ofthe City and County are hnportant to <br />the future of the Park Blocks. The City owns the <br />two southern Park Blocks. The County owns the <br />smaller NW park area used by Farmer's Market <br />and the Free Speech Plaza to the NE. The future <br />of improvements to 8th Avenue and the park <br />should be planned cooperatively. <br />15. Connections to Other Events: Coordinate <br />downtown events to be mutually supportive. Such a design increases <br />safety, allows water play, and increases flexibility. <br />
