FACILITIES PLAN ~ <br />. o <br />u u ~ ~ O The Facilities Plan is a <br />g <br />culmination of a series of tntegrated planning efforts that <br />began in the mid 1990's, when our community's <br />wastewater management facilities began to approach the <br />end of their expected design life. MWMC undertook <br />a general master planning study focused primarily <br />on aspects of the Water Pollution Control Facility <br />(WPCF), which needed upgrading to ensure there <br />was capacity to <br />support the facility's <br />49 mgd average dry , <br />weather flow design. <br />The Master Plan, <br />completed in 1997, <br />identified minor <br />improvements for <br />safety, efficiency, 1997 E!S WPCF <br />treatment capacity Master Plan <br />and additional <br />biosolids processing capacity. In order to address <br />peak wet weather and biosolids processing <br />deficiencies, MWMC conducted two supplemental <br />planning studies. The 1997 Biosolids Management <br />Plan was prepared to establish acost-effecti <br />1997 Biosolids <br />Master Plan <br />The second follow-up study was a comprehensive plan <br />for wet weather peak flow management. The 2001 Wet <br />Weather Flow Management Plan (WWFMP) included <br />extensive public participation through a CAC which <br />worked with staff and engineering consultants <br />to develop the most cost-effective combination <br />of regional wastewater facilities upgrades and <br />local collection system rehabilitation. The CAC <br />placed heavy <br />I emphasis on the <br />protection of <br />health and safety <br />by eliminating <br />overflows of <br />untreated <br />wastewater into <br />Wet Weather basements streets <br />Flow'-= Biocyle Farm <br />`~ e Panggement ~ Master Plan and the <br />_ __ Willamette River, <br />~ ®'°' ~ The Cities adopted the WWFMP and have been <br />implementing these efforts, as well as ongoing <br />monitoring to assess the plan's effectiveness. <br />The above mentioned plans, which reflect <br />ve mtx 2001 Wet Weather Flaw Commission-adopted citizen recommendations <br />of management strategies.
