RIVER ROAD RESIDENTS' VIEWS OF ANNEXATION <br />Questionnaire Design <br />The questionnaire was developed in collaboration with representatives from <br />the various departments of the City of Eugene. A voter frequency question <br />was included in the survey instrument to identify. residents by voting habits. <br />Quality Control <br />Since the conclusions and recommendations of any study are only as good as <br />the data upon which they are based, we maintain the highest standards <br />throughout the research process. Our surveying standards are among the <br />most stringent in the industry: <br />• All projects are handled in-house with our own personnel, some <br />of whom have 20 years of experience with the Bardsley <br />organization. <br />• Interviewers are screened upon application, trained to meet our <br />standards of performance, and are monitored by the Technical <br />Supervisor on a continual basis. <br />• All telephone interviews were conducted from our in-house <br />phone bank, and questionnaires were checked by the Field <br />Supervisor as they were completed. Results were edited for <br />completeness and consistency, and a representative sample of <br />surveys were verified. <br />Quality control is as stringent in data processing as it is in data collection: <br />• Data entry was accomplished in-house, and subjected to a <br />specialized computer program that prevents entry of incorrect <br />data. A random sample of cases was verified for accuracy. <br />• A full-time coding coordinator, with 20 years of experience in the <br />Bardsley organization, developed all project code books and <br />continuously supervised. the coding process. <br />• All clerical phases were carefully supervised to avoid non- <br />sampling error. <br />A-2 <br />
