i <br /> i <br /> Stormwater <br /> i <br /> ~ The City's stormwater capital program reflects the goals of the 1993 Comprehensive Stormwater <br /> ~ Management Plan (CSWMP) and the City's compliance with the National Pollutant Discharge <br /> ~ Elimination System (NPDES) stormwater permit. <br /> j The goals of the capital improvements include the following: - <br /> ~ 1. Protect the community from excessive flood damage. <br /> 2. Meet the requirements of the Clean Water Act for managing non-point source pollution. <br /> 3. Incorporate the multiple objectives outlined in CSWMP into capital projects: flood <br /> protection, water quality protection and enhancement, and related natural resource <br /> protection. <br /> ~ 4. Integrate stream corridors into the City's green infrastructure system through a - <br /> combination of acquisition, restoration and rehabilitation. <br /> i <br /> ' <br /> 5. Participate in the on-going management and implementation of the West Eugene <br /> Wetlands Plan and associated wetland bank program. <br /> 6. Preserve the effectiveness of the stormwater system through an ongoing operations and <br /> maintenance program. - <br /> As a result of the City Council's adoption of CSWMP and DEQ's issuance of the National <br /> Pollutant Discharge Elimination System (NPDES) stormwater permit, the City has revised its <br /> stormwater master plan to meet the multiple objectives mentioned above. The new Stormwater <br /> Basin Master Plans represent a stormwater management strategy which addresses the unique <br /> problems and opportunities in each basin. Basin plans have been completed for six of Eugene's - <br /> i seven stormwater basins: Willakenzie, Bethel Danebo, Amazon Creek, Willow Creek, Laurel <br /> Hill, and Willamette River. A basin plan for the River Road/Santa Clara area is under <br /> development as the stormwater management strategy in this basin is part of a larger policy ~ <br /> consideration. The Stormwater Basin Master Plans include the long-term stormwater capital <br /> j improvement needs identified through the stormwater basin planning efforts by a departmental ~ <br /> <br /> ~II advisory committee (DAC). The City Council reviewed the results of the Stormwater DAC <br /> process in August 2000. <br /> Capital improvements have been prioritized using a set of guiding principles consistent with <br /> CSWMP goals and objectives as well as additional considerations such as the opportunity to t,_ <br /> leverage local funds and coordination with other City and County transportation and parks r ` <br /> capital improvement needs.
