i <br /> ~ The major sources of funds available for capital projects are dedicated funds. The use of <br /> dedicated funds is restricted by the limitations imposed by local, state or federal laws associated <br /> ` with the funding source. For the most part, these funds are accounted for in the City's special <br /> revenue or enterprise funds, such as the Road Fund, the Municipal Airport Fund, or the Systems <br /> Development Capital Projects Fund. Projects that are not supported by dedicated revenue are <br /> financed by a transfer from the General Fund. The City may also receive direct funding for <br /> ~ projects from other jurisdictions or through grants and donations. For major projects with <br /> ' > citywide benefits, the City may request voter approval of a property tax levy to repay General <br /> <br /> ' i" Obligation Bonds. <br /> New to the FY06-FYl l CIP are estimated operating costs associated with certain projects. The <br /> ~ operating costs to maintain a facility and to provide service to the community have been <br /> 1 included in the description of projects where the amount is significant and can reasonably be <br /> ~ estimated at this time. In many cases, the design of projects included in the CIP is at a <br /> ~ conceptual stage and may change significantly over time. These changes will also have an <br /> impact on the associated operating costs. Operating costs associated with capital projects can <br /> ' also found in either the City of Eugene's Annual Budget or the Multi-Year Financial Plan - <br /> FY06-FY11. <br /> The CIP does not include any Community Development Block Grant (CDBG) funding for <br /> E - ' FY06-FYl 1. In 2005, the City Council will be approving a new Consolidated Plan which will <br /> _ % serve as a guide for the use of CDBG funds over the next five years. In the past, CDBG-funded <br /> capital improvements have typically included accessibility improvements to City facilities, curb <br /> ~ ramps, and park improvements in low-income neighborhoods. As part of that plan, every year a <br /> One-Year Action Plan for the use of CDBG funds. will be approved by the City Council. The <br /> allocation of FY06 funds will be presented for City Council approval in May 2005. It is <br /> anticipated that future plans will allocate a portion of the approximately $1.6 million annual <br /> r , CDBG Federal grant to capital-improvements. <br /> ~ Given the wide variety of specialized funding sources and the framework of adopted plans and <br /> policies, selection of projects for the CIP does not follow aone-size-fits-all priority setting <br /> process. Instead, within each program area various projects. are selected based on a sense of the <br /> needs that have been identified within that area; the funding that is projected to be available (and <br /> the limitations on how it can be used); and any specific support or direction that has been <br /> t provided by official advisory groups, neighborhoods, individual citizens, the City Council, <br /> C outside agencies or other sources of input and guidance.
