Funded and Unfunded Programs <br />Because of the wide gap between transportation needs and available resources, transportation <br />projects are separated into the Six-Year Funded Program and an Unfunded Program. The <br />individual project costs listed in the Table of Unfunded Projects are only budget planning <br />estimates, and are generally not based on detailed cost estimates. <br />Listed in the section entitled "Unfunded Programs" is the unfunded portion of Preservation and <br />Maintenance for the overall transportation system. Based on information developed for the <br />Eugene Budget Committee Subcommittee on Transportation Financing and further analyzed <br />in the Pavement Management System Report, the six-year unfunded portion for preservation <br />and reconstruction is $31.8 million (this assumes a 10-year program funded at the rate of $5.3 <br />million per year to address the City's $53 million backlog of preservation and reconstruction <br />projects). <br />Several ongoing programs that have been partially funded in prior CIPs have been included <br />for funding in fiscal years 02 and 03 in this CIP, based on the recommendation of the Eugene <br />Budget Committee. Because these programs are not currently eligible for System <br />Development Funds or financing through property owner assessments, the primary source of <br />funding for these program areas is a portion of the City's share of federal Surface <br />Transportation Program (STP) funds. The programs shown to receive STP funds are: <br />• Neighborhood Traffic Calming; <br />• Sidewalk Access Ramps; <br />• Street Lighting (Residential); <br />• Street Tree Stocking and Planting Program. <br />The CIP includes a total of $120,000 in STP funding for these four, programs in fiscal years 02 <br />and 03 only. If the Budget Committee and City Council decide to allocate City road funds to <br />'! : ; .the 02 or 03 capital budgets, road funds can be used as the source of the required local match <br />(approximately 10.3 per cent). Since this decision will be made later during the budget review <br />and adoption process, the CIP shows only the STP funds. If necessary these STP funds can be <br />matched using road funds allocated to capital projects in prior years. <br />City of Eugene 2002-2007 Capital Improvement Program <br />Page 59 <br />
