LANE COUNTY PUBLIC WORKS CAPITAL IMPROVEMENT PROGRAM

<br /> Restrictions on logging since the early 1990's have resulted in a severe reduction in timber
<br /> ~ harvests on national forest lands. This, in turn, created the prospect of significant revenue
<br /> reductions for counties. Congress enacted legislation in the late 1990's that provided a
<br /> guaranteed minimum payment in the event that actual receipts dropped below a predetermined
<br /> level. This guarantee has been modified and extended under the Secure Rural Schools and -
<br /> Community Self-Determination Act of 2000, providing adequate funding of the CIP.

<br /> ~ The total programmed expenditure for County projects is about $58,000,000 including
<br /> contingencies. An additional $14,462,000 in Payments to Other Government Agencies for road
<br /> ~ purposes is programmed, although the Road Partnership payments are authorized under annual
<br /> agreements that are renewed at the Board of County Commissioner's discretion. The program
<br /> also anticipates $2,919,000 for Roads for Assisted Housing Projects in Lane County. The
<br /> County continues in it's effort to replace priority fish passage culverts and has included a `
<br /> ' category under the CIP for this work funded at $1,000,000. The Community Development Road
<br /> Improvement Assistance Program is funded at $2,307,600. Total expenditures are estimated at `
<br /> $78,748,700 over the five fiscal years covered in this CIP.

<br /> .This program category lists cost estimates for right-of-way acquisition on projects .shown within
<br /> the CIP. Individual amounts are shown for most of the General Construction projects, however,
<br /> .these estimates are preliminary and subject to change based on final design of each project and
<br /> .individual circumstances of each acquisition. County acquisitions are based on appraisals of the
<br /> land and improvements to be acquired and any associated compensable damages. The timing of
<br /> these expenditures has been estimated in a fiscal year, but the actual payment schedule may
<br /> vary.
