<br /> ~ ~ J <br /> Sfiormwafier <br /> <br /> ~~1 <br /> The City's stormwater capital program reflects the goals of the 1993 Comprehensive <br /> Stormwater Management Plan (CSWMP) and the City's compliance with the National Pollutant <br /> Discharge Elimination System {NPDES) stormwater permit. <br /> The goals of the capital improvements include the following: <br /> 1. Protect the community from excessive flood damage. <br /> 2 Meet the requirements. of the Clean Water Act for managing non-point source <br /> pollution. <br /> 3. Participate in the on-going management and implementation of the West Eugene• <br /> ' ~ Wetlands Plan and associated wetland bank program. <br /> 4. Preserve the effectiveness of the stormwater system through an ongoing operations and <br /> maintenance program. <br /> 5. .Incorporate the multiple objectives outlined in CSWMP into capital projects; flood <br /> protection and related water quality and natural resource protection. <br /> As a result of the City Council's adoption of CSWMP and DEQ's issuance of the National <br /> Pollutant Discharge Elimination System (NPDES) stormwater quality permit, the City is revising <br /> its Stormwater Master Plan to meet the multiple goals mentioned above. The six-year C1P <br /> ~ reflects priority projects that have emerged from an 18-month process involving a <br /> departmental advisory committee (DAC) or have been identified as deficiencies in the system. <br /> ~ ~ Project Categories <br /> Stormwater projects are described in one of four ways: <br /> 1. Preservation and Maintenance -This category includes two, multi-faceted project.. <br /> ~ ~ <br /> types: <br /> t <br /> .
