Neighborhood Capital Requests <br /> - City staff received the following neighborhood-related project requests during this CIP update <br /> ! ' ~ cycle: <br /> A request from Bethel Triangle Neighbors indicated that they have requested that Lane <br /> Transit District add a route to serve Bethel Drive, and acknowledged that this might <br /> depend on construction of physical improvements to that particular street. <br /> Response: Bethel Drive is one of a number of unimproved streets in Eugene that remain on <br /> the "unfunded" project list in the CIP. As a neighborhood collector street, Bethel Drive serves <br /> more than just a local street function, and should receive a higher priority for improvement <br /> <br /> j <br /> than a local street. However, the cost of improvements would have to be shared by the City <br /> <br /> i. <br /> and the property owners, and such a project could proceed only if the City Council decided <br /> to a) locate the City share of the funding as a higher priority than other needed projects. (The <br /> frontage along most of the eastern side of the road would not be assessable since it is railroad <br /> operating right of way, at the present time.) At this time the staff is not recommending that <br /> Bethel Drive be improved during the period of the 2002-2007 CIP. <br /> A resident of the Willakenzie area (though not officially representing the neighborhood <br /> association) requested street lighting, traffic safety improvements, landscaping, and <br /> related amenities along portions of Willakenzie Road between Cal Young Road and <br /> Coburg Road. <br /> Response: These types of project requests are generally addressed by allocating funds from <br /> ongoing capital funding for street lighting and traffic operational improvements, rather than <br /> listing them as individual projects in the CIP. (For example, if the City has capital money for <br /> adding street lights, individual requests- are ranked using a set of consistent criteria, and the <br /> locations that rank the highest will have lights installed.)
