1 <br /> i <br /> Funding <br /> The Wastewater Capital Program is supported by wastewater user fees, wastewater systems ` <br /> development charges, and assessments to property owners. These funds are currently adequate <br /> to maintain the existing system as well as support new service areas and the current effort of the <br /> I&I program as reflected in this Capital Improvement Plan. <br /> <br /> j The I&I program (Wastewater System Rehabilitation) is a strategic approach designed to reduce <br /> or limit the amount of groundwater/rainwater flow that is treated at the regional wastewater. <br /> treatment plant as well as retain the carrying capacity of the collection system and maintain the <br /> infrastructure. Currently, illicit connections to the wastewater system or deterioration of the ' <br /> collection system (open joints, cracks, etc.) are allowing excessive groundwater or rainwater to <br /> enter the system. This reduces the carrying capacity of the collection system and contributes to , <br /> large peaks in the flows that are treated at the wastewater treatment plant. The Wet Weather <br /> Flow Management Plan (WWFMP) reinforces a focus on I&I reduction through rehabilitation of - <br /> the existing system funded by user fees. The WWFMP also recommends the development of a <br /> program to address the private portion of the collection system; the community sewers <br /> rehabilitation program is a first step in that effort. <br /> Expansion of the wastewater collection system is financed fully by Assessments and System ' <br /> Development Charges (SDCs) charged against new development.
