CITY INFRASTRUCTURE PRESERVATION NEEDS <br />Asset Base <br />Public Buildings <br />and Facilities <br />$100 million in General <br />Fund Buildings and <br />Facilities. Reinvestment in <br />preservation of facilities <br />should run approximately <br />3% per year. <br />Transportation <br />System <br />Wastewater <br />Collection <br />System <br />Stormwater <br />System <br />Parks and <br />Landscapes <br />"INFO TO COME" <br />Estimates of total collection <br />system valuation range from <br />$223 million to $246 <br />million. <br />The value of stormwater <br />system is estimated at $116 <br />million. <br />"INFO TO COME" <br />Preservation Backlog <br />$20 million, according to the City's <br />Facilities Condition Report <br />Backlog of street reconstruction and <br />resurfacing needs totals $38 million, from <br />the Lane Council of Governments work on <br />the financial element of the Transplan <br />update. <br />$36 million, estimated in the October, <br />1995, Inflow and Infiltration Management <br />Program progress report. <br />When the Comprehensive Basin Planning <br />project is completed in FY98, the amount <br />of the current preservation backlog and <br />annual preservation needs will be reviewed. <br />"INFO TO COME" <br />Annual Need <br />$3 million per year in ongoing preservation <br />efforts, in addition to addressing the backlog. <br />Current funding for public buildings and for <br />facilities within parks varies from a base of <br />$900,000 to $1.8 million. (Of this amount, <br />approx. $200,000 is set aside annually for use <br />on facilities within parks.) <br />$4.8 million annually, including $3 million <br />for ongoing street preservation and <br />$1.8 million yearly to address the current <br />backlog. Currently, a total of $1.1 million is <br />budgeted annually for road preservation. <br />$2.2 and $2.5 million in system preservation <br />projects per year, assuming a 100-year asset <br />life. The City's CIP for wastewater <br />rehabilitation projects was increased from <br />$750,000 to $2 million in FY96. <br />Annual preservation needs could range from <br />$1.2 to $2.3 million, assuming asset life of 50 <br />to 100 years. The current capital budget for <br />system preservation is $435,000. <br />Preservation of developed facilities is <br />funded through "public buildings and <br />Facilities" apporpriation. Limited <br />preservation of trails, urban forest, and <br />other natural amenities on park land is <br />funded in the operating budget. <br />
