6. A wide gap exists between transportation needs and available capital resources. <br />a. $38 million backlog of street reconstruction and resurfacing needs <br />b. A $4.8 million annual expenditure is needed <br />i. $3 million to for street preservation <br />ii. $1.8 million to address the current backlog <br />7. As you can see, at the current funding levels a substantial amount of additional <br />preservation and maintenance work is defer each year. <br />a. The City's road fund is expected to decline significantly over the next several <br />years due to reductions in Lane County's County-City Road Partnership <br />Agreement. <br />i. $2.7 million 1997 <br />ii. $1.3 million 1999 <br />b. Unless replacement funding is found, even more needed road repairs will have to <br />be delayed. <br />c. Deferred maintenance costs (explain maintenance graph) <br />d. As the road system has declined, more and more maintenance resource has been <br />needed to deal with streets in poor and very poor condition. This has been done <br />at the expense of maintenance on streets in excellent and good condition. Even <br />though streets in good condition are the most cost effective to maintain. (Show <br />street condition graph) <br />e. Here is a list of unfunded street projects that shows deteriorating streets are a <br />problem through out the community.(show deffered projects list) <br />8. The City supports the transportation funding package currently being debated by the <br />legislature. It would provide badly needed gas tax revenues to help us maintain a safe <br />and cost effective transportation system. It also provides badly needed funding for <br />alternative modes of transportation that will help take the pressure off road and highways. <br />9. I hope this background information will help to put this summer's construction in <br />context. Now I would like to describe to you some of this summer's construction <br />projects. I'll be referring to the project list we've prepared to track the projects that are <br />likely to have the greatest impact on the public. Feel free to pick up a copy of the matrix <br />or any of the other handouts. <br />a. Ferry Street bridge <br />i. (Describe project using map) <br />ii. 1997 <br />(1) South viaduct construction <br />(2) Bridge Seismic and safety work <br />(3) Start construction of the new bike bridge <br />iii. 1998 <br />(1) Complete construction of the bike bridge <br />(2) complete main span seismic and safety work <br />
